I've been noticing someone that has been reping himself by making another account and doing the REP+ Button, I won't mention any names, but If I see someone whose rep is obviously high, He/She will be banned from the forums.

Well some people might do this, so Now they know that it's illegal. (Example.) It's like seeing someone with 50 rep and 1 post, like wtf?
